  17. <p>     In most years, about 30% of all credit cards are in the
  18. penalty box, stashed away by consumers who are trying to get
  19. their spending under control. But these aren't normal times.
  20. Right now, fully half of Citicorp's 30 million Visa and
  21. MasterCards are dormant. To chairman John Reed, that's
  22. worrisome. As the largest issuer of such cards, Citicorp relies
  23. on the profit from those operations (last year: $610 million)
  24. to offset disasters like the depression in commercial real
  25. estate. As Americans get serious about whittling down their
  26. debts, the profit cushion for many bankers is getting
  27. uncomfortably thin.
